This skirt is for Sierra, she has no clue that I was going to
make it. I am working on the jacket to go with it next so
she will have something special to wear when she comes
back up for spring break.

There are ties right under the scrunched up part
to adjust how much to bring it up or down.
Or you can just leave the ties to hang and have no gathering of the skirt.
